Which platform?

Increase the number of file locks (nfile parameter - unix) and rebuild the kernal....or try to stop other process running on this machine (if any other database or web servers etc)..and see whether its happening again.

sorry, no idea about windows NT....refer some OS specific documents....or contact Oracle support (1-800-223-1711)
