Help! Cannot create rollback segment @insert data [message #369394]

I just created the second instance on UNIX platform, and then I created a tablespace called DATA. After creating all tables in DATA, I tried to write some data to the tables, and I got a message saying that Oracle cannot create rollback segment for non-system tablespace DATA. Both instances are started fine at system startup.

I got the same problem last time in similar situation until I removed the old/unused instance. Now, when I create the second instance again, I get into the same problem. Would someone please explain why and help me out?
