Is there a way to prevent a user to login to OEM in oracle 10g?

You could drop that particular user. Lock that account. Change the password.

Account Moderator
An account can log to OEM only if it has been granted SELECT_CATALOG_ROLE role or SELECT ANY DICTIONARY privilege.
Revoke both and it can't connect to OEM.

Thanks for the replies,
I was hoping that there is an access list for OEM in one of its config files...

I guess I'll go for revoking those two roles
