Every couple of days i receive a deadlock error with the below rows from the trace file created:

If anybody can help me understanding it will be nice

true deadlock is application error.
Oracle RDBMS breaks deadlock & continues.

I read the guidline and don't know what else you ask for
If PL*SQL is not the right place for this error please instruct.

Is it actually a deadlock? I don't remember how 9i reports a deadlock, but my 11g database generates a very different trace file. Here's a sample:
