Typical activities for a functional consultant:
  • Analyse functional requirements
  • Identify gaps and do the functional design of customisations
  • Configuring the system
  • Plan and execute the system test
  • Plan and execute end-user training

Typical activities for a technical consultant:
  • Analyse non-functional requirements (security, availability, performance)
  • Do the technical design, build and unit test of customisations and conversion
  • Plan and execute the performance test

In reality the boundaries are pretty fluid. A good technical consultant understands the business side, and a good functional consultant knows their way around in TOAD.
