Unable to view data when report is run through responsibility [message #190514]

Hi Friends,
I have created a simple report in discoverer.
There is a folder named organizations in business area.
I have selected organization name in the select columns and imposed a condition in codition window mentioning.. where organization name='xyz'
Now I ran the report and window popped up saying that the query fetched no records.

But when I copied the sql from view-> sql Inspector, and ran the query I could see the records in backend.

I feel that there must be some security setup..
Is there any way to set up such that values must not be retrieved from a folder when run through a particular resposibility? If so can anybody please guide me how it is?
My main aim is that I want to retrieve values when I run the report
