This is documented in the Oracle Assets User Guide, Chapter 4 - Asset Retirements, in a section called Mass External Retirements. It describes how to populate the FA_MASS_EXT_RETIREMENTS table with the information about the assets that you want to retire.

If you don't have a copy of the Oracle Assets User Guide, it can be downloaded, with all of the other Applications Documentation from http://www.oracle.com/technology/documentation/applications.html
