The P_CONC_REQUEST_ID value is a request ID for the same program that was
submitted through Oracle Applications (the request could either be already
completed, or could be a pending request that has been placed on hold). It is
important that the request ID be for the same program (and submitted from the
appropriate user and responsibility) so that the concurrent manager environment
can be mimicked as closely as possible.
